Exploring prospects of Clean Development Mechanism (CDM) project for Municipal Solid Waste Management (MSWM) in Nepal and preparing the information package related to it.
- Background
Public-Private Partnerships for Urban Environment (NEP/04/001) is a UNDP assisted, Ministry of Local Development (MLD) of the Government of Nepal executed programme. The programme focuses on supporting innovative forms of tri-partite partnerships between the local governments, local business community (formal as well as informal) and civil society. The programme is currently being implemented in ten partner municipalities (Kathmandu, Bhaktapur, Dhulikhel, Hetauda, Bharatpur, Mechinagar, Biratnagar, Siddarthnagar, Butwal, Pokhara).
Most of the municipalities of Nepal are faced with the problem of solid waste management. Municipal Solid Waste Management (MSWM) as practiced today in Nepal is generally not environmental friendly or is not in compliance with commonly accepted Clean Development Mechanisms (CDM). MSWM and the operation and management of sanitary landfill site(s) is also frequently a financial burden to municipalities. Thus, this study desires to explore the prospect of CDM projects in MSWM in Nepal and produce an information package related to it to provide knowledge about the possibility (ies) of application of CDM projects in MSWM in the municipalities of Nepal.
- Objectives of the Study
The objectives of the study are:
- To review the prevailing municipal solid waste management systems in Nepal to provide a basis for exploring the prospects of CDM project development in municipal solid waste management with involvement of private sectors.
- To produce a comprehensive information package regarding CDM Projects in MSWM to enhance knowledge related to it in the municipalities of Nepal. This information package would assist in developing CDM projects in MSWM and bringing actual projects on the ground. It is expected that interested municipalities will use this package for carbon trading projects and contributing to revenue earning and environmentally superior solutions to waste disposal.
- Scope of the Study
- The consulting firm will have to review municipal solid waste management in terms of waste generation, composition and other relevant parameters. Financial analysis of prevailing waste management systems is also required to explore the prospects of CDM project development for the municipal solid waste management of the project in a logical sequence.
- To collect the various views and suggestions in close consultation with municipalities, potential private sectors, government departments and other organizations regarding CDM projects in MSWM.
- To identify the possible problems that may arise in carrying out CDM projects in MSWM and pointing to the solutions and various options available (such as, landfill gas recovery and use, waste to energy conversion, composting of municipal organic waste) to deal with waste including the possible risks and recommendations on the ways to minimize risks and risk-sharing mechanisms in the CDM project.
- To identify the opportunities for Nepalese private sector’s involvement in waste related CDM projects including concrete projects which could be started on the ground.
- To prepare a comprehensive information package regarding CDM Project for MSWM on the basis of above analysis and consultations. The package should include:
- Basic information for preparing Project Idea Notes and Project Design Documents (PDD) for CDM projects in MSWM
- Detailed information on CDM project activity cycle
- Information on designing Programme of Activities (PoA) documents for CDM projects in MSWM considering PPPUE partner municipalities
- Information on opportunities for the involvement of private sector in CDM projects in MSWM
- Suggestions on capacity building activities to initiate CDM projects in municipalities
- Listing of links to web pages on CDM and MSWM
- International case studies (at least two) of CDM projects in MSWM for demonstration purposes
This information package should also be in Nepali to be of maximum benefit to Nepalese municipalities (however, there is no need to translate official forms, documents, etc.)
- To organize a national seminar inviting representatives from various municipalities, potential private sectors, related government & other organizations to present the draft report for discussion and obtain feedback for preparing the final report.
- Methodology
The report should be prepared based on primary and secondary data in close consultation with the municipalities, potential private sectors and other stakeholders. Some field visits may be required to municipalities, MSWM and CDM related organizations for data collection and verification. It is expected that the information package will mainly be a collection of secondary data arranged in systematic order. An innovative and practical approach should be adopted in conducting this study.
- Study Team
The team should compromise of a team leader well versed in CDM and related fields with experience in Municipal Waste Management and a financial analyst with PPP knowledge. The team should be able to work with municipalities and concerned government departments.
- Time Schedule
The project should be completed within two months from the date of awarding the contract.
- Deliverable Output
Final report (4 copies) of the Study Report including comprehensive information package in Nepali
- The consulting firm should provide both digital and hard copies of the final report.
- The consulting firm should provide inception report (2copies) and draft report (2 copies) of the report including comprehensive information package in Nepali to PPPUE for prior discussion in a timely manner.
- National seminar to disseminate outcomes of the study
